FAQ

Who has to apply for Marketing License

  • Every person including a manufacturer, an importer, a pool handling agency, wholesaler and a retail dealer intending to sell or offer for sale or carrying on the business of selling of fertilizer shall make a memorandum of Intimation to the Notified Authority, in Form A1 together with the fee prescribed under clause 36 and certificate of source in From ‘ O’

How to Apply

  • Enter the website www.raitamitra.kar.nic.in and http://kkisan.karnataka.gov.in/and select license for fertilizer marketing and follow the steps as in procedure to apply.

What is the fee payment procedure to pay the Fee

    to generate Khajane 2 challan link, the new website will open,
  • Fill the personnel information,
  • Select Government,
  • Bangalore Urban for State level License and respective districts for District level and Retail sale license.
  • Then Karnataka State department of Agriculture
  • DDO: Commissionerate of Agriculture for State level and Office of Joint Director of Agriculture in District level and Office of Assistant Director of Agriculture for Retail sale license.
  • Head of Account will appear with code
  • Select purpose: Receipts for manure &fertilizer License
  • Select sub purpose: Authorization letter for state level license
  • Enter 1 in blank
  • Enter the Amount as fixed in notification
  • Generate the Challan
  • It will be paid through Online or mention the bank and branch name where payment will be done. Take the printout and paid in any nationalized banks.
  • And upload the paid challan in the online Application

How long it takes to issue License

  • After submission of all completed documents or Acceptance from the Licensing authority 16 working days to inspection and to generate license.

  • Concerned Jurisdiction Officer will inspect. SMS will be sent as soon as your file is forwarded for inspection.

Procedure for Online application : Fertilizer A2 License (Certificate of Registration) for selling of fertilizers.

1. Applicant should login the departmental website http://raitamitra.kar.nic.in and register them. They will get User ID and Password through SMS. Those credentials will be used for further processes.

2. After registration enter into login using the SMS Password and User ID credentials. Then A1 application page will open, wherein applicant should fill all the fields specifically mandatory fields which having * red mark, follow the PDF steps given and upload the applicant Photo and Scan copy of Signature and submit for easy communication.

3. Applicant should mention the particulars name and firm name, type of dealership, Sale point address and Storage point Address and Responsible person details, and then tick mark before I agree with the details to continue. This is alike of Form A1 of FCO.

4. Next enter into annexure page, here applicant should fill source Name details and Company name and select particular fertilizer grade from the drop box which having different categories of fertilizers as in the source O-Form and enter the validity date and agree to continue.

5. Next process is to upload documents as per the check list given, whatever information filled in the application, for those documents to be uploaded by selecting each scanned PDF or JPG form of documents. All documents should be within 500MB size, for that use links to compress the scanned PDF files and then give final submission.

6. Next page will open for fee payment. Applicant should pay license fee through Khajane-II challan only. Select generate Khajane 2challan option, and pay the fee through online or Pay at any nationalized banks. After payment upload scanned copy of paid K2 challan and submit. This is the last step should be follow.

7. Steps for payment fees
Step: 1- Enter Karnataka Government Khajane-II challan website, fill his Firm name, address, mail-id, Mobile number details.
Step: 2-Select (1) Respective district of license applied, (2) Department:-Karnataka state department of agriculture, (3) DDO office:-Commissionerate of agriculture/ respective district agriculture office (4)Purpose:-Receipts from sale of manure and fertilizers, (5) Sub purpose:- Generate authorization letter to dealers(Wholesale/Retailer).
Note: State whole sale license must use DDO office as Commissionerate of Agriculture.
Step: 3-Enter the amount and submit. Fee payment can be done by cash or online mode. Generate K2 challan with details. If applicant does not know online payment, Generate the Challan in K2 and paid at nearby banks (Ex. SBI, Syndicate tec.,), that paid challan can be uploaded.

8. After applicant submits application, it moves to concerned officer’s login, concerned officer verify the fields entered and the documents uploaded. At verification stage officer can send back to the applicant for upload incomplete documents. Application is forwarded to concerned Licensing authority after complete verification.

9. Licensing authority again verifies the documents and if thru, he will accept the application and forward to inspection for concerned jurisdiction officer.

10. Then it opens in concerned jurisdiction officer login. He will inspect and upload the details of GPS co-ordinates and GPS tagged Photo. During inspection Beneficiary/Licence holder and an inspecting officer must take photo together with the premises.

11. Then inspection report appears in licensing authority login, after verifying inspection report, License will be generated with approval.

12. Regular intimations about status of application will appear in applicant login, they can view the stage at which it is pending and also communicated thru SMS.

13. After approval by licensing Authority, license will appear in dealer’s login in draft form.

14. The approved license is signed digitally by licensing authority. (Till digital sign it is manually signed).

State Fertilizer Whole Sale Licence

  • Covering letter addressed to Joint Director of Agriculture(Fertilizer & Plant protection), Head office, Bengaluru
  • Source wise authorized Form-'O' with fertilizer details.
  • Debiting of required fee of Rs.6000/- in the Khajane2 Challan-Head of Account:"040100105000"
  • Sale Point /Storage points land details-own land copies.
  • Sale point/Storage points land details- with rented/lease agreement copies.
  • Site Plan of Sale -with land marks details.
  • Storage points- with land mark details.
  • Form A2-Wholesale Marketing license from the concerned state.(for other State O- Forms)
  • If Importer-Import/Export certificate
  • If importer upload Source of supply/consent of supply with certificate
  • Manufacturing License (Form-F) for Micronutrients Mixture and NPK Mixture Fertilizers
  • GST Registration copy.
  • For Out of State Source / Manufacturer - Packing and labeling details. For Bio-fertilizers and Organic Fertilizers state Manufacturers
  • Registration certificate from Industries & Commerce Department (SSI Certificate)
  • Site plan with Production unit detailed address.
  • Declaration of Laboratory facilities and equipments with Chemist details.
  • Declaration of responsible person as per Cl.24 of F.C.O. 1985 & Detailed Bio-data of the person (Name, Age, Qualification, Designation, Present & Permanent address, Phone Number-Office & Mobile, Experience etc.,).
  • Recent quality test report from Govt. Institutions/Notified laboratories / any ISO laboratories.
  • Details of packing and marketing on the container / bag.
  • Quality Performance certificate from Concerned state Department of Agriculture (For Bio fertilizer and Organic fertilizer Manufacturer from outside the state)
  • Renewal - 3 Years Sales Details( if New applicant it is optional)
  • Trade License/Trade Permission Letter (Permission letter from concerned panchayath / Municipality /BBMP)
  • Other related Documents.

District Fertilizer Whole Sale License

  • Covering letter addressed to District Joint Director of Agriculture
  • Source wise authorized Form-'O' with fertilizer details.
  • Debiting of required fee of Rs.4000/- in the Khajane2 Challan-Head of Account:"040100105000"
  • Sale Point /Storage points land details-own land copies.
  • Sale point/Storage points land details- with rented/lease agreement copies.
  • Site Plan of Sale -with land marks details
  • Form A2 Marketing license of Source
  • GST Registration copy.

Taluka Fertilizer Retail Sale License

  • Covering letter addressed to District Joint Director of Agriculture
  • Source wise authorized Form-'O' with fertilizer details.
  • Debiting of required fee of Rs.4000/- in the Khajane2 Challan-Head of Account:"040100105000"
  • Sale Point /Storage points land details-own land copies.
  • Sale point/Storage points land details- with rented/lease agreement copies.
  • Site Plan of Sale -with land marks details
  • Form A2-Wholesale Marketing license
  • GST Registration copy.
